PayPlan has been working closely with the Institute of Money Advisers (IMA) to launch a new campaign
‘I can’t believe they still do that!’ is the name of the campaign which aims to prevent people going to prison for the non-payment of council tax bills in England and Wales. and the report was launched on Monday 27 November at the MALG Conference 2017.
PayPlan’s Head of Advice Sector Policy and Partnerships, Alistair Chisholm, will be speaking at Money Advice Liaison Group (MALG) Conference to present our findings from the report: “I can’t believe we still do that”: The case for ending imprisonment for council tax debt in England and Wales’
Alistair Chisholm said:
“England and Wales are the only nations in the UK and Europe that still imprison people for local tax debt*. Isn’t it about time we changed that?
“The overwhelming response we get when explaining that people are still going to prison for the non-payment of council tax is, “I can’t believe we still do that.
“We have been working closely with IMA to gather and analyse evidence from 348 local authorities and we’ve been asking the advice sector to let us know what their experiences are of this subject.
“Our advisers at PayPlan are continually witnessing an increasing level of hardship from customers, and are anticipating a further rise in the number of people who are falling into council tax arrears.
“The report will present our findings from the research and argue that imprisonment for council tax debt is disproportionate and harsh. That it is out of step with the way that other debts are recovered and can lead to serious miscarriages of justice. It will also argues that imprisonment for debt can be devastating for individuals who are imprisoned.”
